David B. Mueller was born in 1962 and had never been in trouble with the law until 2006. At that time, he was initially charged with felony eavesdropping after he videotaped a Columbia, Illinois police officer. Mueller feared that the officer, who had come to Muellers house after Mueller called for an ambulance because a bone fracture was bothering him, was going to violate Muellers civil rights and wanted to document the crime. Mueller was again charged under the eavesdropping law in 2008 when he tried to film Columbia officers engaging in criminal conduct. The 2006 charge was dropped but he was forced to plead no contest to a misdemeanor charge of disorderly conduct for calling an ambulance but then deciding that he did not want to go to the hospital.
