that was not an engine failure but a perfect example of what's known as "settling with power". experienced pilots get into it on occasion. Applying more power does not help because the aircraft is settling into its own downwash. happy for the crew; tragic for the aircraft.
Engine definitely did not fail - this aircraft has two engines, one is sufficient. Besides, he was able to pull up out of the water after touching initially.
