there's something called p-waves and s-waves... the p-waves (primary waves) cause up and down motions, s-wave (secondary waves) go side to side, which causes the damage. usually you don't feel the p-waves because a building isn't extremely affected by vertical motion because it's got vertical strength. that's why the glass shook, and then you see the dog run.
