guys, this is all about surface area. heat transfers faster cause the water breaks into smaller droplets, so the cold can transfer and freeze the water faster. Whereas cold water tends to clump together. Same as how saw dust burns faster than bigger pieces of wood. just opposite effect.
Then please tell me why the water in the cup doesn't steam that much? I've done this in my back yard, it was -49 with the wind chill here in Manitoba today

Room temperature water would also freeze, just not into fog, but into ice. Think about it this way, do you get colder faster, when out in the snow, when all alone, or when surrounded by people?
