Just because it technically hit the side of the car doesn't change anything, the car was coming right at him still, most of te car's kinetic energy was coming right at the camera. A Tbone is when the other car is driving perpendicular and it's kinetic energy would cause the cop car's front end to spin. That didn't happen here, the force of the cars was indeed head-on, even if the car was facing a diff direction
