Every boy scout knows this trick.: That is standard fare on a campout. take a paper cup, put an egg (unbroken) in it and fill it with water. you can set it right in the fire and the cup will burn down to the waterline but not further. this is a great way to cook an egg on a campfire.

It doesnt Burn Because: In order for like a piece of paper to burn there has to be air on either side if you take a piece of paper and put it a table and flatten it so no air is under it you can put a match on top of it and it wont burn it needs air under and on top of it to burn and the water blocks the air on the top

@aidanPellegrino Ummm...no.: Aside from the fact that its wet,its because the water acts as a conductor and absorbs the heat energy away. Also you match on flat paper connection is wrong too. Heat rises,so something under a heat source is less likely to catch fire. Hit your flat piece of paper with a blow torch and watch it burn.
