Water: It could be distilled water. This means that all of the impurities in the water have been removed. Ice is only able to form on a particle called an ice nucleus.

no,i ts just water, its Fiji water, its almost pure water.: Pure water wont freeze untill -42 degrees C. So if you get the water well below 0 and agitate it or introduce an impurity, most people use a small cube of ice it will instantly freeze. Try it, get a bottle of fiji water, put it in the freezer for 6 hours and shake it when you take it out. It will freeze instantly.

simple but cool: I am sure its just watter. I have seen it happen before when I put watter bottles in the freezer if you leave them in there just long enough and theres no movement the watter will not freeze until you touch it

very simple: Its a simple chemical compound commonly called 'super gel' or 'slush powder'. I use it in my stage magic shows to make "snow" right in a cup. It makes a flakey kind of powder/gel which is biodegradable so the audience can touch it. There is a real way to do this, but that involves the supercooling of the liquid which is very hard

im pretty: sure its not just water, there has to be a chemical in it or something.

No way...: plain, ordinary water would freeze. There has to be some sort of alcohol in there.
