The dog was protecting his owner the cop was holding up his flashlight the dog took it as a threat..& yes dog's can operate power windows mine does it all the time he has even rolled it up on his own head..lol

   If you watch the driver, she leans over to the passenger side, probably to get something out of the glove box at the time the dog attacks the cop, so it is obvious that the dog touched the switch and rolled down the window.

  Most power windows work by pushing down to activate them so all a dog has to do is step on the armrest. My dogs do it all the time and we end up child locking them. Looks like he was just looking for a reason to arrest her. PUNK
