So the base contains a large ring magnet which repels the top, itself a smaller magnet that is stabilized by the gyroscopic effect of the top spinning. The fog was from a modified e-cigarette that uses just glycerin and the rest is obviously just a pan with soap in it. Pretty cool effect, though.
