You can't have an assembly facility near the launch site, it would be devastating if a crash happened there. It moves so slowly because it is a very, very technologically advanced piece of equipment and requires the utmost care when moving it as once piece.

That pad moves at 1 mph with the shuttle and 3 without. It takes forever to move it. But if you're out there while they're moving it, when it's at the right spot, you can almost reach out and touch the pad from the road.
