Black with Blue tip is Armor Piercing/Incendiary Red/Black/Blue Is Armor Piercing/Incindiary/Tracer. Those rounds are linked up for use in a belt-fed machine gun, thus the tracer for every 4th round.

That's not nail polish. Those markings are used to identify the type of round, and the red marks indicate a tracer round.
