  This footage is from BBC's documentary called "Blue Planet".: It is on the "Coastal Waters" DVD. I own the series on DVD. It's great! Apparently, scientists don't know why the whales do this kind of behavior. It happens only during a 2-week period each year along the coast of Mexico and the baja.
