  That's a F-16 doing whats called a "combat takeoff". Basically a "combat takeoff" is when, after initial takeoff, the combat fighter stays as close as possible to the runway, gains as much speed as allowed, and at the very last second at the end of the runway pulls up and rockets into the sky to avoid missile launches from off-base.
