  same thing, almost happened at dusk in Bucharest, less than two blocks from JW Marriott. and at the equivalent of capitol hill. must have been 50 very large wild dogs, pack huntimg. surrounded a less than reliable taxi .. jumped on roof, etc. Very freaky, but warned to be very careful in travel blogs.
