    They have to considering pennies are legal tender. if they refuse, you can call the police and they will force them to accept it

    Just for the record.: Shopkeepers, by law, are not required to accept over 25 cents in pennies.. Look it up..

      @torontomarcyeah, um: what law are you quoting? i live in a small town, on main street and no place to park without feeding meter every hour til after 6pm...then at 3 am, if you are still parked on the street in this part of town, you get a $15 fine. I went and paid that fine in pennies......i went to the bank, got all those pennies and then unrolled them

      @torontomarcthen, i took them to the municipal office, which is located right: next to the police station. same building, and they are adjoined by a hallway. they refused my pennies, pointed to a sign that said nothing less than quarters(guess it's been done before) i told them it was not legal to tell me that i couldn't pay in pennies, because it is legal tender. they still refused. i walked over to the police dept....again, same building

      @torontomarcand went into the chief of police office...(small town police): and told him what was going on. he walked over with me, and he carried the box of pennies, handed it to the clerk and told them that they "had" to accept it because he refused to go to court over unpaid parking ticket because the judge would toss it out once he learned that a legitimate attempt was made to pay the fine. interesting side note....i've never gotten another parking ticket.

Yes, the coins and paper currency are all legal tender for all debts public and private. It says so right on the money. The catch, however, is that not all transactions involving money qualify as a debt. A debt is a situation in which you owe money for services already rendered or goods already provided.     I am pretty sure...: that if they don't accept your pennies then it is free it is legal tender therefore if they don't accept the pennies it is their loss.

    the guy is wrong: the restaurant or any place doesn't have to accept change, only cash money... thats why it says on cash "This note is legal tender for all debts, public and private" (does it say that on chang?)
