  Good metaphor.: The monkey is small and cannot fight the tigers head on. Thus, the monkey uses guerilla tactics and can keep upsetting the tigers all day. The tigers find it unbearable, they cannot remove the monkey and even more monkeys may arrive and make their stay more difficult. The tigers eventually have to leave. Vietnam war, Afghan war, Iraq war, does anyone see the metaphor yet???
