I'm going to guess these are male wasps. Only the FEMALES have stingers, same with Yellow Jackets, Hornets and Red Wasps. Their stingers evolved from an ovipositor which was basically a tube they use to lay eggs, and now carries venom, this is why you hear of so many wasps laying eggs in prey like caterpillars or humans even, the tube they sting you with also deposits eggs in but they don't all do it to people when they sting. This is also why honeybees die (barbed stingers) and wasps can sting you all day

Not much to fear actually. Paper wasps are generally non aggressive unlike their yellow jacket cousins, just more of a nuisance in the summer time when they set about building nests everywhere.

They don't take action unless threatened and I leave that up to the praying mantis's I gather or I just suck them up into the dry vac. Or I wait until night when they gather at their nest and hose em with a can of bug spray, they can't do shit then. In all 3 cases, I don't physically attack them.
