I dont know much about the background of this clip except that its obviously a huge underwater explosion. They call a test like this a Rosie Odonnel Canon Ball.

I saw this a long time ago, I'm pretty sure they it's some European Navy clearing out old sea mines. The black stuff would be debris and exhaust (or something like that) from said explosion.
