The guy is actually suffering from somthing called Excited Dellirium. It is brought on by Drugs and sometimes alcohol. The poor guy is unable communitcate with the officers. He is over heating and he dies at the end of the video because his body is in overdrive. The officers added to the death of this guy because they have not been trained or made aware of this bizzare medical condition. They positionally asphyxiated him.
