   Can't you see that mother nature is trying to protect the drivers from danger? She moved the road down the hillside a bit so if you accidentally drive off the road, it'll be a much lower height you fall from! :D

  looks like poor erosion control: on a partially developed hillside. They cut into the hill to make a foundation for the overpass, and cut corners on the erosion control for the remainder of the hill which no longer had its own footing. Nature decided to level it out.
