@YouOnlyWish Europe: I've seen this done in germany, it's for when a car is parked on both side of an illegal car. When I watched it, there wasn't a guy with down syndrome running the crain howerver.

@tipp78 You're right: That's a japanese stop sign at the very very end. Upside down triangle that says "tomare" on it. And the taxis look very Japanese. The tow truck driver doesn't though. Probably on a base? I can't tell never been on one. We don't have yards off base at least.

Very old and very common in Japan: AS USMC said, this is at a military base in japan. Once our guys get a car it is prety much used up. Frame rot gets to a lot of them. This car went to the junk yard and the engine as likly as not was shipped to the US. Typical and no big deal.
