It could be everywhere in southern europe, thats the way they do it there, Tehy use stick shift so the just leave it in neutral and dont pull the parking break.
Somewhere they even park next to eavh other in parallel parking, in Barcellona i saw them park 4 cars out from the curve.

I was told by my French teacher in high school that people leave their cars parked in neutral for just the situation... sometimes you come and find your car 10 plus meters from where you'd left it.

foools... this is in france... there you're not allowed to pull the hand-brake.. so you can push the cars a litle bit forward and backwards in the parkinglots
