This guy is obviously a drunk. You can see how shaky his hands were and he was drinking a clear substance out of a water bottle. I have a hard time believe that was water. He also had scissors in his pocket which is kinda funny because it's illegal to have a weapon on you when intoxicated so he probably decided he could use scissors instead.
