This is just the beginning of the storm before the rain.
They had to bring the lawn mowers out to hold the tarp down because of the winds.
This is how powerful the wind was blowing the rain horizontally, 80-100 MPH winds...
As the workers were trying to put the tarp down, the winds picked up and the tarp flew up in the air...the tarp later ripped.
